Bid No. 24-012 Construction of New Youth Programs Building
Sealed bids for Construction of New Youth Programs Building will be received by the City of Greenacres, Florida at the office of the Director of Purchasing 5800 Melaleuca Lane, Greenacres, Florida 33463, until 3:00 pm Wednesday, June 5, 2024. At that time all bids will be publicly opened and read aloud. Any bid received after the designated closing time will be returned unopened.
All bids shall be submitted in duplicate, in one sealed envelope addressed to the Director of Purchasing and marked "SEALED BID - BID NUMBER 24-012 CONSTRUCTION OF NEW YOUTH PROGRAMS BUILDING". The base bid work consists of new ground-up construction of a two-story youth center building with associated sitework, utilities, drainage, and amenities, located at 501 Martin Avenue, Greenacres, FL 33463. The building gross area is approximately 18,400 Sq. Ft. type V-B construction, housing nine classrooms, one technology lab, one art lab, one culinary lab and an administrative wing with a total occupancy load of 250 occupants including up to 200 children. The structure will consist of exterior load bearing concrete tilt-walls and interior structural steel framing over shallow foundations and a concrete slab on grade with a composite deck roof. Site demo includes an existing baseball field and some site elements such as: sidewalks, trees, fencing, and a small storage building. New sitework includes gates, fencing, new parent drop-off area, bus parking, staff parking in addition to a dumpster enclosure, and an exterior building for generator enclosure and storage. Bidders desiring plans and specifications for use in preparing bids may obtain a set of such documents from DemandStar at www.demandstar.com.
Each bidder shall file with their bid, a bond issued by an authorized surety licensed to do business in the State of Florida, a certified check, a cashier’s check or bid bond, made payable to the City of Greenacres, Florida in an amount of not less than five percent (5%) of the sum total of the bid, which shall be retained by the City of Greenacres until a contract for the project has been executed. Bid bonds will be returned to the unsuccessful bidders upon request, with the exception of the second qualifying bidder, at such time as their bids are rejected. Performance and payment bonds in an amount equal to 100% of the contract amount will be required to be provided to the City prior to contract execution. The bid deposit of the successful bidder and the second qualifying bidder will be returned when the required performance and payment bonds and insurance certificates have been furnished and the Contract Documents have been executed.
The project is being solicited in accordance with the Procurement Requirements for Federal grants, as provided for in Title 2 Code of Federal Regulations (CFR) Part 200. All awarded contractors must take affirmative steps to utilize small, minority, and women’s business enterprises, and labor surplus area firms when possible in accordance with CFR Part 200, Subsection 200.321.
The City reserves the right to accept or reject any and all bids and to waive any technicalities or irregularities therein. Award will be made to the lowest responsible, responsive bidder. No bidder may withdraw their bid for a period of sixty (60) days from the date set for the opening thereof. The obligations of the CITY under this award are subject to the availability of funds lawfully appropriated for its purpose by the City Council.
