RFP No. 25-002 Parks Master Plan

The City of Greenacres, Florida is seeking proposals from firms who can provide professional services for the development of a comprehensive Parks Master Plan. This will help the City develop a community supported plan that can be successfully implemented through the Capital Improvement Program (CIP) and comprehensive planning.

The primary goal of this Parks Master Plan is to provide a strategic, actionable framework for the development and enhancement of the City’s parks and recreation. The scope of work will focus on evaluating and planning of existing parks and facilities; public input through methods such as community meetings, focus groups and surveys; research on current parks and recreation trends and standards; evaluation of the City’s Comprehensive Plan and levels of service requirements; and input from elected officials, City staff, and the public. The plan will focus on the City parks and recreation facilities, including athletic facilities, neighborhood parks and playgrounds, but may include greenways, bicycle and pedestrian trails, and exercise equipment, depending upon residents’ input.

The Parks Master Plan will be a guiding document for future development and redevelopment of the City’s system of parks and recreational facilities over the next ten (10) years.

Proposals must be submitted online through DemandStar on or before Thursday, April 10, 2025 at 3:00 PM.

Proposers desiring copies of the RFP document for use in preparing a proposal may obtain a set of such documents from DemandStar at www.demandstar.com.

The City reserves the right to accept or reject any and all proposals and to waive any technicalities or irregularities therein.  The City further reserves the right to award the agreement to that proposer whose proposal best complies with the proposal specifications.  Proposers may withdraw their proposals by notifying the City in writing at any time prior to the deadline for proposal submittal.  After the deadline, the proposal will constitute an irrevocable offer, for a period of ninety (90) days.  Once opened, proposals become a record of the City and will not be returned to the proposers.
