RFQ No. 24-021 Progressive Design-Build for Emergency Operations Center

The City of Greenacres, Florida is soliciting proposals from experienced and qualified firms to provide Progressive Design-Build Services which shall consist of the development, design, and construction of a new ground up to two-story, Category 5 hurricane-resistant facility to house the City’s Emergency Operations Center and full-time operations staff.

Sealed proposals must be received on or before Monday, July 1, 2024 at 3:00 PM at the address below:

All proposals shall be submitted with an original and five (5) copies in sealed envelopes/packages addressed to the Director of Purchasing and marked “RFQ NO. 24-021 – PROGRESSIVE DESIGN-BUILD FOR EMERGENCY OPERATIONS CENTER”. Any proposal received after the designated date will be returned unopened. Proposers desiring copies of the RFQ document for use in preparing a proposal may obtain a set of such documents from DemandStar at www.demandstar.com.

A non-mandatory pre-proposal meeting will be held at 10:00 AM Monday, June 10, 2024 at Greenacres City Hall, 5800 Melaleuca Lane, Greenacres, Florida 33463A mandatory site inspection form must be signed and submitted with proposals. Proposals received from Proposers not submitting the mandatory site inspection form will be considered non-responsive and will be rejected.

The project is being solicited in accordance with the State of Florida Consultants’ Competitive Negotiations Act (“CCNA”), section 287.055, Florida Statutes, and the Procurement Requirements for Federal grants, as provided for in Title 2 Code of Federal Regulations (CFR) Part 200. All awarded firms must take affirmative steps to utilize small, minority, and women’s business enterprises, and labor surplus area firms when possible in accordance with CFR Part 200, Subsection 200.321.

The City reserves the right to accept or reject any and all proposals and to waive any technicalities or irregularities therein.  The City further reserves the right to award the agreement to that proposer whose proposal best complies with the proposal specifications.  Proposers may withdraw their proposals by notifying the City in writing at any time prior to the deadline for proposal submittal.  After the deadline, the proposal will constitute an irrevocable offer, for a period of ninety (90) days.  Once opened, proposals become a record of the City and will not be returned to the proposers.
