Greenacres Safety and Connectivity Project - Phase I (Bowman St., Biscayne Dr. & Woodlake Blvd.)

The City of Greenacres is applying for funding through the Metropolitan Planning Organization’s (MPO) Transportation Alternatives (TA) Grant Program, a federal reimbursement program administered in coordination with the Florida Department of Transportation (FDOT).

The TA program prioritizes funding for active transportation projects that improve safety and access for non-motorized users, including pedestrians and bicyclists. Each year, eligible projects are submitted to the MPO, reviewed, and ranked for a portion of approximately $5.1 million in available funding across Palm Beach County.

Proposed Project: Safety & Connectivity – Phase 1

The City’s initial request will focus on Phase 1 safety and connectivity improvements along the following corridors:

Bowman Street - Planned improvements along the Bowman Street corridor focus on safety, connectivity, and comfort for people walking and biking while maintaining neighborhood character. Proposed elements include:

  • Identifying Bowman Street as part of the City’s premium bicycle network
  • Marking the roadway as a sharrow corridor with a posted speed limit of 25 MPH
  • Adding street trees or palms, particularly beneath existing power poles
  • Installing enhanced street lighting to improve nighttime visibility and safety
  • Incorporating traffic calming measures to slow vehicle speeds and improve overall safety

Biscayne Drive / Woodlake Boulevard Project - Improvements along the Biscayne Drive and Woodlake Boulevard corridors are intended to strengthen safety, reduce vehicle speeds, and improve multimodal connectivity. Proposed elements include:

  • Identifying the corridors as part of the City’s premium bicycle network
  • Marking the roadway as a sharrow corridor with a posted speed limit of 25 MPH
  • Adding intersection improvements for traffic calming, particularly at Swain Boulevard and South 57th Avenue
  • Installing additional traffic calming features, such as speed tables and raised crosswalks
  • Considering a multi-use path on one side of the roadway where feasible

Adding street trees or ground cover adjacent to canal banks to enhance safety and aesthetics

Key Intersection Improvement:

  • Biscayne Drive and 57th Avenue
  • Woodlake Boulevard

These corridors were identified as priority areas in the City’s recently adopted Safety Action Plan, which was completed in coordination with the Treasure Coast Regional Planning Council. The proposed improvements are intended to enhance safety, strengthen neighborhood connections, and support everyday walking and bicycling.

Phase 1 focuses on foundational improvements that will position the City for future phases and long-term corridor enhancements.
